Sacramento · a project of the cheatcode Foundation
Three of those get funded, regulated and legislated. The fourth gets carried in private, by people who were never told anybody else was carrying it.
It was never just you.
Names on the declaration
—
Signing opened 21 October 2026. Every name is counted, and the count is what goes in front of anybody asking for a seat in 2028.
The wall
First name and city appear here, and only for people who said yes to that. Nothing else is ever shown, and no name is ever sold or handed to a campaign.
One ask, and three ways in
01
Sign the declaration
The one thing we ask of everybody. A promise was made in 1948 and has never once been audited.
02
Say it in your words
The research belongs to the people it came from. Tell us what you carried and what actually helped.
03
Get an answer now
Free. Where the real help in this city is, whether you qualify with us, and where you stand if there is a wait.
04
Become a coach
Fully subsidized. Carry the fourth basic need, and help write the rules it still does not have.
Goal one · the one ask
Everything else here is a reason to believe the claim is real. The claim is the point.
On 10 December 1948, forty-eight nations agreed that every person is owed health and well-being. None voted against it. Seventy-eight years later the inner half of that promise still has no funding line, no standard and no policy.
We ask this of everybody — every person, whatever you believe and whoever you vote for. The last time the world agreed on what a human being is owed, nobody was against it. Put your name back on it.
Free, about thirty seconds. Your name is counted, never sold, never handed to a campaign.
It becomes a number
A council cannot act on a feeling, however true. It can act on a count of real people in real neighborhoods.
It asks everybody
As the count grows, the same question goes to everyone in a race and the answers get published as given. Nobody is endorsed and nobody is opposed.
It belongs to nobody
Forty-eight in favor, none against. No side ever took the other side of this, which is why it can be said in a county building and a church basement without changing a word.
It is the mandate
Those are not four programs. They are what the claim looks like when somebody actually does it.
We do not deliver a vote to anybody. We become the thing the vote is about.
No endorsement. No opposition. No bloc promise. We will never tell a campaign we can deliver anybody's vote, and we will never name a candidate as a supporter without written consent.
The question, when it opens, goes to everyone. Every candidate in a race gets it on identical terms, and the answers are published exactly as given. A scoreboard is harder to argue with than an endorsement, and it cannot be traded for.
Your name is not a mailing list to sell. First name and city appear on the wall only if you said yes. Nothing else is ever published, and nothing is ever sold.
Goal two · the research
It lived in their cells. Same here. You are not a subject being studied — you are the one who knows. That is the whole design of the Simply Human Research Project.
The data is owned by the people it came from. Never anyone else. It is never to be sold.
The record so far — every number with its source, its sample and its year
48 – 0
Forty-eight nations in favor, eight abstaining, none opposed. Article 25 names health and well-being as something every person is owed.
SourceUN General Assembly Resolution 217 A (III), adopted 10 December 1948.
1949
The prize in medicine went to the prefrontal leucotomy. Nobody broke the promise of 1948. It was unkeepable.
SourceNobel Foundation, 1949, awarded to António Egas Moniz.
6 to 23 years
Among American adults who reach treatment at all, mood disorders wait a median of six to eight years from first onset. Anxiety disorders wait nine to twenty-three.
SourceWang et al., National Comorbidity Survey Replication, Archives of General Psychiatry, 2005. Sample: 9,282 adults aged 18 and over.
625
Around 625 in 2022, with roughly 250 more on a list we could not reach that year. The model has run twice. Around thirty coaches trained and certified since.
Our own count · not analyzedOne program year, 2022. Counted, not studied — no outcome claim is attached to it.
1913
A profession invented on purpose: trained short and sent out of the office, into schools and neighborhoods. A thing once written off as cosmetic is now a basic dignity.
SourceAlfred Fones, first school of dental hygiene, Bridgeport, Connecticut, 1913.
Opening
Who asked for care, from where, and what for. A map and a count with nobody identifiable in it — the thing a public body can finally act on.
Four words you will never see us use
Proved. Validated. Evidence-based. Clinically effective. Each is a claim about analyzed data, and ours is not analyzed yet. We say it ran. We never say it worked.
Anything above marked our own count is exactly that. When a piece of it is published and checkable, the source line changes and you can go read it yourself.
How your voice gets into it
Written, in your words, about what you carried and what helped. Not a symptom checklist — the method says you are the expert on your own conditions.
Record it yourself, in your own room, as long or short as you want. Nothing is published without you saying yes to that piece, and you can withdraw it later.
A few questions as your phone goes in the pouch, and the same few on the way out. It is the only thing anybody is asked for in that room.
A number with nobody behind it is a statistic. Your name is what turns the research into an argument.

Not a callback. Not a queue you never hear from again. Tell us what is going on and you get an answer straight back.
Where the real help in this city is — the places that are open today, run by people who are not us.
Whether you qualify for care through us — a straight yes or no, not a maybe.
Where you stand if there is a wait — the actual position, not a reassurance.
Free. No insurance, nothing to prove. If it is an emergency right now, call or text 988 instead — that line is staffed every hour of every day, and this is not.
A room does not produce clients. It produces people who carry the next one.
What is already true, and what is not yet
People have already been carried. Around 625 sessions in 2022, 250 more on a list we could not reach, the model run twice, around thirty coaches trained and certified since. That record is real and it is why this is not a pitch.
What is new is the front door. The instant answer is live. Being placed with a therapist through it is not — that is what the money is for, and we are raising it in the open instead of waiting quietly until it is done.
We opened early on purpose. A city does not need another organization waiting until it looks perfect. It needs somebody to start answering.
The care is a bridge, not a referral chain. You are handed to a person, never to a queue.
At the front
The first person you meet, paid and trained, at the front of the line rather than the back. They sit with you and they stay.
In the middle
When it needs more, it goes to someone licensed to carry it.
Throughout
Present across the whole bridge, with a clinical lead deciding what fits — not a destination at the end of a chain.
Monday to Monday
Reach out at a seven out of ten on a Monday and hear from a person that Monday. That is the design and the number we will be measured against — not a description of today.
Open right now, run by other people

The fourth basic need has no trained workforce with pay, ethics or standards attached to it. This is how you become one of the people who write them. Fully subsidized by the Foundation — no tuition, no payment plan, and no donor track into a seat.
The four kinds of people we are not recruiting — we are recognizing
The trusted
Already the person a community brings things to. Already doing the job without the title or the pay.
The chair
Where people have always talked. Forty-five minutes, eye contact optional, honesty guaranteed.
The village
The elders who held neighborhoods together before anybody called it care.
The wise
Including former players and people coming home. Lived experience alone is not the asset. Lived experience turned into wisdom is.
Lived experience gets you instant connection. There is no trust-building runway. They walk in already believed.
Nobody is trained out of a wound. So the care comes first, then the training. Three months, then a month of supervised practice, then real paid work. Not a volunteer badge, and not a shortcut into being somebody's therapist.
It has been done once before, with teeth. In 1913 Alfred Fones opened the first dental hygiene school and invented a profession on purpose — trained short, sent out of the dentist's office into schools and neighborhoods. The dentist kept the surgery. Everybody else finally got cared for.
And the field has no rules yet. Life coaching is unregulated — no set pay, no agreed ethics, no best practices anyone is held to. Building the largest pipeline of trained life coaches in the country is how you earn the right to set them. We would rather write that standard than inherit somebody else's.
One person has already walked the whole thing. Manu Muasau came to this as a former NFL player, recruited out of a life rather than a graduate program. He became Mondo's understudy, carried a caseload for three years on assignment, earned his doctorate during it, and built a substantial income from the work. Type four is not a volunteer pipeline. It is a career.
Write to hello@thefourthbasicneed.org for the application and the next cohort dates. The certificate is directed by Dr. Stephanie Caine.
A field gets rules when enough people demand it have them. That demand is a list of names, and it is being counted right now.

Forty seats, and the room is small on purpose. The seat behaves like the care — if you cannot come you release it and the next person gets it. Cameras are in the room filming b-roll. The program itself is phone-free, nothing you say is recorded for use without being asked afterwards, and nobody is interviewed who did not agree to it.
A room is forty people for one evening. A name on the declaration outlasts the room.

The year after the vote, the Nobel Prize in Medicine went to the man who invented the lobotomy. For decades after that, saying out loud that you were struggling carried a real penalty. You cannot audit what you cannot see, and you cannot demand what you cannot say.
Both of those ended inside one working lifetime. Which is why there is no villain in this, and why the work belongs to no political party and never will.
The desert
Sacramento clinicians serve the whole state by telehealth and cannot serve their own backyard. The people three blocks away cannot afford it, cannot get into a practice, or do not know how to use the benefit they already have. That is not a shortage of clinicians. It is a shortage of reach.
The gap
The condition is dysregulation, and the second half of it is being locked out of regulation and healing that are already here. The environment moved faster than biology could, and the system built to help was never rebuilt.
The city
Sacramento becomes a sanctuary for inner world peace and well-being — the first pile of wires to untangle, at home, before anybody is told how to do it elsewhere. In the backyard of the capital of the world's fourth largest economy. All of it before 2028.
We are not asking for a new right. We are asking where the shepherds went.
Call it what it is: a mental health desert. Not a place with no clinicians — a place where the wires are so tangled that nobody can get to the ones who are there. A desert is where basic human needs are not being met. Someone needs to run point on everyone's inner world, and nobody has ever been paid to untangle it.
On 10 December 1948, the nations named a standard of living adequate for health and well-being as something every person is owed. It was not left off the list. It was written in, and nobody came back to check.
Routing care faster got easier overnight. Superintelligence solves complex problems while we sleep, and it rewrites knowledge quickly — which means a field can be updated with correct science and emerging practice fast enough to cut clinician burnout and shorten how long somebody suffers before they heal and thrive. That is what makes excellent care possible regardless of income or insurance.
So we are asking one question and we will keep asking it: are we getting the standard that was set? If we are, we will let it go. If not, we will name it as a human rights crisis and respond accordingly.
A culture decaying from the inside, with no way to say so and no reason to believe the system will work for us. Sacramento is the hope.
Seventy-eight years is long enough to wait for somebody to check.
Sign the declaration →The record
Since 2019 this organization has worked on access, not stigma alone — redesigning how excellent care reaches the people who need it most, and telling people that care they had never heard of exists.
~625
In 2022 alone, counted in the Foundation's own Giving Tuesday film.
250
That same year. Demand was never the question. Reach was.
Since 2019
Sacramento adds to a count that started seven years ago. It does not start one.
UCLA
Years running, on the delivery side of the work.
Athletes we have worked with at cheatcode
Six years of performance coaching inside NFL locker rooms, MLB clubhouses and Olympic camps — that is the business, not this project. It is the record that says the method holds up under pressure, and it is why Sacramento is not a first attempt.
Founding board
We say it ran. We never say it worked. That word waits for the analysis.
Twice is a pattern. A whole city is the third time, and a city needs a mandate rather than a good intention.

cheatcode changed the performance landscape, led by a clinician, a researcher and a performance coach — the same man doing all three. For six years Dr. Armando González took a doctorate of psychology in systems theory into NFL sidelines, MLB clubhouses, Olympic camps and Power 5 programs. The same approach works behind bars, in dugouts, in community parks and on broadcast television, because it was never a setting. It was a posture. Side by side with the person. Never across a desk from them.
What he is known for is getting leaders who never open their inner world to open it. That is half the gift. The other half is the belief underneath it: that people are capable of love, growth and change. He has never coached from any other assumption.
Now 43, he is coming off the mountain. Performance coaching takes a smaller place in the day as he settles back into being founder and CEO of cheatcode, Inc. — and that CEO role has an expiration date. He is moving his effort to the cheatcode Foundation, carrying the same quality of inner world coaching, counseling and consulting into the mental health deserts where this epidemic has decimated communities. Less flying. More pouring into one city.
Los Angeles — funding, media, storytelling. Jimmy Spencer, Co-Founder and CEO of cheatcode, carries policy, advocacy and the coalition. Emily Reza-Cabrera, Co-Founder and COO, carries operations across the collective and the public relaunch of Simply Human.
Center of Praise — our host in this city. Bishop Parnell Lovelace holds doctrinal authority and covering for the ministry work. Corinn Elmore directs the counseling ministry — her vision and her name, and the pathway care travels here.
His own city becomes the first pile of wires to untangle.
Give
We are not asking anyone to fund more rooms. The rooms are the proof, not the product. We are asking people to fund the care network — paying the people who never stopped doing the job, and covering the care of a neighbor who cannot currently reach it.
Twenty-five people put their name to the claim and then put their money where the shepherds used to stand. Write for the one-page case and the numbers behind it.
Funding someone else's care is not charity here, it is a civic commitment. You change a neighborhood by the act of covering somebody in it.
A café, a shop, a hall, a church basement. If you have a space that seats forty on a Wednesday evening, we will bring the rest.
The cheapest and most effective thing on this page. Sign the declaration, then bring one person to a night who would never have come alone.
One rule about the nights
Nothing is ever asked for at a free event. Not during it and not after it. This page is the only place the question is put, because somebody has to come looking for it on purpose.
Walk with the Shepherds. Shepherds of the Unseen volunteers put this into the city by hand — streets, shops, chairs, pews. It is a ministry role, not marketing.
Write grants with us. The grants track opens as the research record builds. If that is your craft, we want to hear from you now rather than later.
One address for all of it — giving, hosting, applying, or coming to a night. A person answers, not a queue.
If you give nothing else here, give your name. It costs nothing and it is the thing we are actually short of.
